UPDATE: I got in touch with him again, his phone broke and he didn't check his paypal for a few weeks. He was nice on the phone and returned the money.

Hopefully you filed a claim with paypal. They'll freeze the accounts and investigate.

He hasn't logged in since the 29th of April. 2 weeks a little premature, but the no communication is always a red flag.

Put in a PayPal claim, if you haven't already.
