S14 dumping gas and flooding out

My car is flooding out so bad its coming out exhaust has new injectors, ignition is spot on and firing. Any suggestion to what could cause the problem has new fuel pump put in it. Fuel pressure regulator bad maybe can it cause it to flood out that bad?
