S13 pop-ups, one goes down before the other

hey, ask this on your forums.
whenever i turn my headlights on (via the knob so the lights are actually on) and leave them on for a while then turn them off the right hand light will flip down and the left hand light will pause and it will take a while then go down


so yeah, any help for this guy?

Rusty popup relays
Each side has one. Look on the electrical box on the driverside, in the engine bay toward the front. HL and HR I think.
