Egr Delete SCV question

So the previous owner of the car took off all tubing for the egr and SCV on the back of the block. The SCV system is still there but the solenoid is missing and all the hoses are no longer there. There is vacuum line hangin off the SCV but isnt connected to anything. would the butterflies stay open with no vaccuum connected? should I block it off?

Yes, the butterflies will stay open. You can block it off just to keep dirt out.
