Quick question i just bought a clip and checked out the turbo. it doesn't have shaft play. but it doesn't spin. do i need to rebuild the turbo?

what the fuck do you mean it doesn't spin?
you paid money for a clip and didn't check it out???
if the turbo doesn't spin its probably not rebuildable.

what do you mean? people rebuild turbo's all the time. ive heard it could just be seized up. and the wheel needs to be replaced, but yah idk..

People "rebuild" turbos when the oil seals are leaking, not when the rotating assembly is seized. If the turbo is seized, I would strongly doubt the quality of the clip you purchased.

Did you try spraying it down with wd40 to see if its just gunked up from sitting? But realistically, I'd be looking for another stock turbo since it would be easier to do that than rebuilding it. Rebuild kits are less than $100 but if the shaft is out of tolerance or the wheels are chipped, it's not worth rebuilding it.
