Check the intake for oil in case the turbo has blown.
Do a leak down test.
Check out the PCV piping and valve.
Is the lack of power off boost, or when boost is or should be coming on?
Is there a boost gauge in the car? What boost are you making?
Also, it's a CA, it won't have much power...

Check for turbo leaks.
I remember this happened to me when my FMIC piping fell off a clamp.

I have similar issues, I'm pretty sure mine is a blown turbo, excuse for a t28 bb :) , but I am curious to know can the seals go bad on the exhaust side of the turbo so you will still get blue smoke but not oil on the intake side? Does your car idle good? What kind of vacuum do you have at idle, could be rings... Also check all your turbo bolts, they like to back themselves out and you could be loosing some power there.

I didn't think of this (derp). The rear seal can crap out and leak oil down into the exhaust.
Also, blue smoke and not running properly might be two different issues.

Cool cheers guys I will have another look today, I've had oil seals go on turbo before on my skyline if I can't find today I'll get a leak down test this week and let you know how I go...
It's idling a wee bit rough but nothing major....

Well, the valve shouldn't let any air go from the intake manifold to the valve cover but should allow the air to go from the valve cover to the intake manifold. So, quite simply if you blow on one side it should let air through quite freely, and if you blow on the other side it should not let any air through at all. Sometimes they get stuck and will either always let air through or not let any through.
Anyway, I'd check that out.
