Can someone tell me if this needs rebuilt? Or if I should invest in a t28?

That is excessive play. Rebuild is cheaper than a t28 IF the wheels haven't touched the housings. If that's the case, pull covers off, mark the chra alignment then take it apart. Rightly loosey, lefty tighty. Replace every single seal, clip and bearing, reassemble, dont forget to loctite the compressor nut and a little assembly lube on the bearings/turbine shaft will help with that first dry start.

T28 is probably more fun to drive with though. It's your car/money.

IMO a t25 isn't worth the time and money to rebuild. Cheaper and easier to just get another one, or upgrade to t28.

That T25 has some play, but it's not shot. Once the bearings fill with oil that'll self center.

All turbos have play, as far as axial play so long as the compressor/turbine wheels haven't hit the housing, they are usually totally fine as oil fills the bearings and self centers it. Even Ballbearing ones are this way.

Now with excessive in/out play I get a little worried as that can compromise seals...you will have minimal play, but too much is no good.

With that all considered though, if you're going T28, just make sure to watch your boost and keep in mind that you'll be running out of fuel/maf sooner too.

the turbine hasn't hit the housing
