Ok well I was all excited to get it running again and now I have this issue. It wont seem to boost past 4.5 psi. Attached a video showing what it does. Everything is pretty much stock as far as a redtop goes besides the s15 turbo, actuator is ran straight off the hotpipe bypassing the boost controller so that cant be it. So I should be running the normal 7 psi. I'm guessing the wastegate is creeping open but how can I fix/test that?
Also my bov is having no noise even with it all the way loose. And I cant hear the turbo spooling up which im new to this turbo so maybe you cant hear it at such low boost levels. (maybe someone with this turbo can chime in?)

EDIT: Problem solved. After checking for exhaust leaks everywhere I decided to retighten up my intercooler couplers and one of the hotpipe coupler wasn't as tight as it should be. tightened it up and it now boosts to wherever I want and holds.
