Just a street tune that was done locally on it. The ecu itself is fs for whoever wants to put their own tune on it. Use the tune on it at your own risk.

can you get a close up picture of the chip? To me it looks like a stock ecu. Chipped ecu's usually have a separate board with the chip in it.
