First off there is no 1995 S14 vert.
IDK about Latvia or how you got a KA over there but here in the states a S13 Vert is a S13 thru and thru, no mixing parts its 100% S13 KA. The Japanese S13 vert is the same way but with a SR20. So if you have a S14 KA swap and you are using the S14 wiring harness you need to use the S14 ECU. Which it seems like you are if you have a 95 ECU, you can't plug in a S13 ECU and have it work. In short terms you have to get another 95 ECU.
wow, you are like the most patient person in the world james lmao

somewhere read that s13 95' vert got s14 harness and so on. that kinda explainded why mine have s14 valve cover, but s13 dizzy. if its thru and thru s13 then its all good

Yeah that was bad info, 94 was the last year they made a S13 vert, (at least in the US, which sounds like yours is from here being KA and all) and they were pure S13.

what COULD have happen is tat some one swapped in an S14 KA with all s13 parts bolted to the block and head. In this configuration you can use S13 wiring still. This is not uncommon to do. I have done it more than once into s13/s14's.

I guess that was one thing that needed clarification, what ecu went bad, a S14 ecu or a S13 ecu?

well if you post a picture of your intake manifold from a few angles, and a picture of the ECU I can tell you what you are using.
