S14 air bag problem

Need some help, I might be picking up a OBD1 S14 that got hit in the front. Ever since it has had a sticky air bag light for some reason. The last owner replaced the ECU, gauge clusters, and the airbag and checked the harness and still can't get it off. Car needs to pass inspection NOT EMISSIONS so the code needs to be gone in order to pass. Is there anyway to possibly use like a resistor or something to get it cleared or is there something we are missing.

Was air bag control module changed in the backseat. not sure if that needs to be changed or not

Driver's side or passenger? Is the clock spring intact? Broken clock spring is usually the most common problem.
