It does have some surface rust, but it's nothing that won't come off if you get it media blasted and ceramic coated anyways. Took me 15 seconds to clean up the flanges to look pretty again. If you know stainless steel you know that surface rust doesn't take away from its integrity. This is a quality built manifold.
