cant post in the Want To Buy section

i tried searching zilvia for a topic and read that to be able to post in the WTB section you need to read the stickys. i read all of them in the WTB and For Sale section and still cannot mke a post. does anyone know why?
Also im new to zilvia so im sorry if this is a stupid question.
