So i broke a bolt then my dad broke the bolt and a piece off the water neck. I tried to run it but it leaks thus overheats. I was thinking of welding a bolt , so a welder came and quoted me 1200$ because he cant weld it in there and has to have to engine out, weld it , then put back in.Can a bolt be weld on or am i F*&#ed!? I also put it on the fs page to see if anybody wants to buy my problem away.

IIRC that is replaceable. You just need to get a new/used front timing cover. Not a big deal and it does not require the motor to come out and definitely not worth $1200. That guys is just trying to take you for your money.
EDIT: It will cost you 250 plus tax to have new OEM timing cover and oil pump. And when you are in there you might as well replace your timing chain and guides but it is a cheap relatively simple fix. (This is for S14, for some reason S13 is another $100 more but still not a big deal)

Thanks man some other guy said to replace that to on my fs post
but seems like the s14 and s13 timing cover/ oil pump are not the same?
Nissan OEM KA24DE 1991-1994 S13-240SX Front Timing Cover Oil Pump (http://www.frsport.com/Nissan-OEM-KA24DE-1991-1994-S13-240SX-Front-Timing-Cover-Oil-Pump-_p_59938.html)
And , i was also thinking of doing the timing also , but i already messed up on a bolt and dont want to break anything else.

Generic picture, I think that S13 pic might be a SR. They both have the water neck but some other small things changed, not sure why it is so much more but it will fix your issue. You also get a new oil pump in there
Also shit breaks on these cars, its not like it was anything stupid you did it was just corroded.
