so wanted to know if I can just send this ecu out to get tuned then going to a shop that's gonna charge a arm and leg if I just give specs and elevation average temperature
mainly wanted to send it to mazworx they have a damn good idea of what sr20 can do

You should learn to tune it yourself. I tune the D-jetro very often, in fact I am doing one this week. SR20 S13 top mount typical cookie cutter stuff. around 300-350 horsepower. It takes me a few hours on the street in stop and go traffic and a little bit of highway driving, figure 2-4 hours to get a solid oem like street tune finished. In other words, the car starts idles and drives like original factory. I use the "datalogit" that allows my laptop to do all of the tuning, I even log the wideband A/F ratios to get it dialed in without even looking at the laptop. In other words, If I am alone, I can set the laptop to data-log air fuel ratios, and drive the car myself. Then later, after 20-50 minutes of driving usually, I can come back to the laptop, and inspect my datalog. Within 15 minutes in front of the laptop I usually have all of the proper A/F ratios dialed in at that point.
Once you get some number in boost, even if it is low boost, you can use math to determine how much fuel the engine will want when you turn up the boost. Thats the real secret to using any kind of stand-alone, such that turning up the boost requires little if any tuning at all, you just twist the knob.
Timing numbers on the other hand require experience, dyno time, and EGT numbers to get accurate especially when using pump gas. The easy part is the A/F ratios, tough is timing. At least, with no experience. But once you've got sr20/2jz/rb2x/lsx tuning experience for a few years with different stand alones you can dial in the timing map very close without even looking at the engine or running it.
Here is an example of the data-logit logging my air fuel numbers. It logs everything you could wish for, spend some time inspecting and analyzing the graphs on a kitchen table with a snack for best results :D
