cant upload pics

I've been here a long time but recently had to reset my forgotten password. I get the noob error when trying to upload images.

was my account not verified properly when I answered the verify email from my phone?

Wanted to post a pic of the sticker when I bought my 240 in '97... I'll go third party but still don't understand why I can't upload here. Seems like I have in the past.
