I know I have to get the works bell short hub for starters
But the not sure if I need all these
Works bell radfix (or rapfix ll)
Works bell qrs
Works bell flipper
Works bell spacer
I gave a Mono EVO steering wheel already bought to have this done
Not sure if I want to do this or another NRG like my
This is going to go onto my 98
Was looking at their tilt steering wheel but I really never dealt with one and not really sure if it will look right or is for me

I don't really follow. Are you asking if anyone had used one, or you're asking what you need to make it work?
Short hub -> Hub -> Wheel...
The tilt is only really needed if you don't want to have a removable wheel, and have a racing seat with high sides. It makes it a heck of a lot easier getting in and out.
I've used both, and I'm planning to use a removable one in my next car. It' comes down to personal preferences.

And what is needed?
I have Bride seats in both I'm a thin guy my 96 240sx I move the seat back everytime I get out and move it up once I put on the Sparco harness (this works best for me)
I will probably do the same with the 98 240sx
Wasn't sure about the qrs and flipper parts
I mean does the qrs replace the rapfix?
If so is that a better way to go?
Or is the qrs and flipper just extra accesories?

Yes, the QRS would replace the larger Rapfix quick release.
The simplest would be short hub -> GTC -> Steering wheel.

all you need is a hub and a rapfix 2 and steering wheel. For the short hub, you can also purchase the regular hub (cheaper).
Flipper is optional, its a part that goes onto the quick release rapfix 2. Spacers are optional as well and basically make the steering wheel closer to your body (you don't need it). I don't know what the QRS.
I recommend you get the quick lock system? Its the thing that secures your car.

My other car has the nrg locking system on it
I plan on doing the same with this
The qrs ll by works bell if that replaces the rapfix ll that's what I want
Not if I have to buy both thou it looks a lot thinner and more stock looking
