This is a FRP one of the jdm yes, it has the lip on the rear of it so you can run the rear valances with it

I have no idea? I'd assume it is but you can find them used from importers but they want a hefty price

I don't believe so, it just takes time for West Covina to receive it (I called last week about some other parts).
