I have shipped and received fenders, best way has been to find a box big enough, Buy a roll of bubble wrap, then wrap them all over. add paper filler to the box to keep them from shifting around. Greyhound buses will ship them at an affordable rate, but you have to pick them up at the greyhound bus depot. And there are some shady people that linger around those places. Other option would be a company called Forward Air, they will ship it affordable from one hub to another, and for an additional fee they can drop it to your door.
