well i was curious if these will get the job done

saw these on EBay and was wondering if they will adjust like camber plates (effect-wise) and if i should get them since i just got new suspension and about to get some wheels

i'm betting they are just some sort of eccentric bolts.. I would be wary since they don't even have the right pictures up.
