another rim fitment?

Hi all, I'm looking into buying this pair of work CSS 02c ,I have a S14 the specs on the rims are 18x9+30 offset. I'm a noob about the offset and fitments.... I would like to know what kind.of problems I'm going to run into and should I install them on the rear or front .also what tires will I need for good fitment. Thanks please keep the negative comments to yourselves
