I have an XS Racing Turbo manifold and the stock elbo connected and no downpipe/exhaust would it be ok to try and start it for the first time or wait untill I get an downpipe?

It will be very loud and there is a good chance it could backfire into the engine bay, it is definately not something I would do, but it won't hurt the turbo or engine.
Just be safe and wait for the downpipe. You don't need a fire in the engine bay or something.

It would be ok as long as you dont rev it. On the wind down you can suck air in and burn up your valves.
