ive been trying to figure out exactly why that at 45+ mph my steering wheel shakes viloently car has a brand new rack with new inners and outers and new poly rack bushing aswell as just balanced all 4 wheels. the car sits pretty low and on 17 x9 could this be bump steer not sure.?

Your issue probably isn't bump-steer if it is speed related.

have any idea what it could be i have stock outers and inner in think of upgrading to some extended outers

Probably a bad balance job, or one of your wheels is bent or tires have some belts coming apart inside.

Or if your car is like mine, you have a cheap 5 lug conversion that isn't machined perfectly straight so the car has a bit of a wobble no matter how what you do. I've just gotten used to it, and it goes away above 70mph so highway cruising is fine.

check your strut rods. bushings are probably worn

Worn bushings and ball joints don't cause vibrations people, especially not specific speed related ones. It's something wheel related, anything from the wheel bearing to the tire. Things like worn bushings can only magnify a vibration originating from something else because of the play, but not cause them.

Do you have non-hubcentric slip on spacers? I know that's my issue even though my wheels are perfectly balanced

might be a difference in wheel weights? maybe a sizable dent? or check that all your lug nuts are there, fastened properly, and not bent/broken. if you have wheel spacers check those too.

missing chunks of tread will cause vibration

The clamps to the rack needs to be tightened to like 75 ft/lb. Check torque.... Check worn TC rods. Check front subframe bolts.

Most likely wheels need to be rebalanced or the belts on one of your tires shifted. but than again thats unlikely as it would happen at lower speeds. my bet is your wheels need to be balanced a couple of ur weights probably flew off.
