How does this reputation thing work? It says i have 10 points....points for what?

Points on your reputation, everyone starts with 10 points. If your a dickwad then people can give you bad rep and you'll lose points. If your 240sx dorifto champion then someone may give you good rep and your points will go up. You can also read what comments they made in your CP, its not used much though. (click the little scale under avatars to leave comments)

How do you view someone elses rep?

I don't think you can view others rep, but that little green box next to post counts is actually a scale, I think it will increase or change color if I (or any other user)were to get good rep. Also if you mouse over it, it should say something nice (or bad if a person has bad rep) Lastly you could sort the menber list (in the members area) by reputation points and that will sort everyone by how much rep. they have.
