Not to mention, includes all oem work bolts and nuts, an extra center cap and logo, and the tool to tighten the caps down to prevent theft.

What would be the cost to make these 19x9.5 or 10 with a -20 or -30 offset? is it possible to flip the inner barrel and use it as a outer and purchase new inner barrels? The inner barrels should be like 6 inches wide, leaving it with(i'm guessing) about 5 inches of lip and if i could use those as outer barrels that would be perfect.

You could do that, but the inners are not flat, they have a roll in them.
