WTF is this? You can have whatever you want in your car. Fill out pink slip and sell it, along with a paper that states its off road use only, if the car is modified.

@Edwin yah i did tell them that the car has a state ref on it. but what would happen to the state ref if i sell the car? would it still be on the car or would it go away?

if you sell the car out of state, the buyer will have to deal with whatever HIS state requires as far as emissions.

YOU are still responsible for whatever fine/judgement goes along with the ticket.
Selling the car is not a "free pass" to get out of the ticket.

So what if i paid the fine for the ticket, and for illegal emission and modified exhaust fine. but that was under the state ref law. if i sell the car to that person would that person have to get the car state ref. or just regular smog?

Maybe these are questions you should be asking THE STATE REF, not a bunch of strangers on the Internet WHO DON'T WORK AT THE STATE REF.

Also, if you switched back the engine and everything, why did you pay all the fines???
