98 semi built gsx 5spd zero rust

The car has got quite a bit of mods done to it. The chassis has 154k with absolutely zero rust nor any surface rust starting always been garaged. I only have a couple pictures of it at the moment its a 7 bolt motor with upgraded internals and from what i have read its capable of over 500 hp with a few modifications like the tranny is stock and they blow out around 500 and the turbo is only capable of 450 at the moment so its limited but the internals are good for it. I only know half of the mods, I'd have to contact my buddy that I bought the car off. The car is not running at the moment as I don't have money for tunning software and an exhaust that would benefit the car to run better when it got tuned.
