Random and a longshot I know, but Zilvian's have surprised me before...

Traded my car the other day, noticed as I was standing inline at the DMV that the title for the "new" vehicle was in a relatives name and the seller signed his name then POA (power of attorney). However he didn't provide me with a copy of the documented form. I've tried contacting him, but with no response and lives 6hrs away.

Is it possible to obtain maybe by an online source or by going to the government center in my county? Anyone have any helpful info with this while I continue to search online?

No sir. POAs are not public information. You will have to go to the fella to get a copy of it.
