View Full Version : New 2013 Smog station changes and rules in California

Ok folks as of 2013 the Gold shield smog station will no longer exist. In its place is what is going to be called a Star smog station or Star Station. Now in previous years we have had high emitter profile rules and gross polluter rules. These are now falling under the the Star station rule as well as certain selection of vehicles that will be required to be tested at a Star station. A Star station may or may not be a test only station. Some Star stations will be able to conduct repairs.
Now as far as knowing if you car fits the profile? Expect any cars that are in the neighborhood of 16-20 years old or older to fall into the Star Station requirement.
As of right now the Star stations do not exist, come Jan. that changes. Star stations will be equipped with a sophisticated camera monitoring system so that CARB can keep an eye on the smog mechanics and the Vehicles.
Now you are probably asking yourself how does drift know this? I am the unlucky recipient of my G20 needing its reg renewed come Jan. I have been informed I must get it tested at a Star station. My G is a 1993 and it has a fair amount of mileage on it.
It fits the profile in other words. Expect to see quite a few 240sx's getting selected for this program.
There is no published list of what vehicles would be in this category. Its all done by CARB in private.
You can thank our wonderful lame duck I want to spend more money than we have state legislature for this.
What this does mean is your car is going to need every piece of smog equipment on it. Seeing as their will be camera's to make sure about these things.
It will also raise the costs of smogs as they make the Star stations pay more for the equipment.
Yes it is kinda big brotherish but again the state legislature has been leaning this way for years. Hell drive down the freeway and notice the the electronic signs that tell you to wear a seat belt or get a ticket.

The criteria they use to select the vehicles is very vague and not explained in detail at all. I can guarantee that all of our 240's will be on that list though. The state isn't stupid. They know that there are a lot of 240's out there with illegal engine swaps that are getting clean-piped. I can guarantee that they have their targets firmly set on US.

I just got off the phone with Marvin from the Bureau of Automotive Repairs at 1-800-952-5210. He was courteous and helpful with all of his information. I Told him that I was stopped at a mobile smog checkpoint and that the officer implied that these were mandatory and that it caused me to be late to work. He immediately asked if, and encouraged to file a complaint. He also offered to send me a letter of apology in behalf of the B.A.R to show to my employer in case there had been any problems. He consistently said and confirmed that the checkpoints are completely VOLUNTARY and that the CHP officer must let you go!!! So there are OPTIONAL.
I would suggest keeping the number and if you ever get pulled over then just call and ask for Marvin. The total time it took me(went through the process with the automated recording and pressing number for options) was less that 15 mins.
When they answered I spoke to a lady, who later transferred me to Marvin also said that the checkpoints are to check for vehicles that are emitting vast amounts of (visual) smoke.

guys with swaps and mods shouldnt worry to much
star cars that fail can still be passed at reg test only after the fail
the only difference is star stations are dmv directed cars and now the machines will read vin for OBDII
so if u know me or have a friend that knows me im glad to help in anyway i can :)

op- any chance you can post the website you found this info from??
also any word if they are going to start testing some newer (early 00's and up) OBDII cars by port only yet instead of doing a tailpipe test along with it, if i remember they were thinking about doing that along with the new changes

Yes and no, some towns have it but I think its only two and one of them is Medford.
Also they have predicted this will happen and have a big campaign right now to start cracking down on out of state registration. Last I heard they were trying to fine neighbors if they don"t report it, then again that all could have been the local news stations passing around rumors.

Excuse me but most of the cars directed to Star stations will be OBDI not OBDII. Star cars that fail need to be passed a Star test only station not any test only station.
Right now technically Start stations will pretty much not exist till 2013.

Forget who knows more. It says right on his registration that his smog is REQUIRED to be performed at a STAR station. Since the program hasn't started you those cars can still be smogged at a test-only, but according to the BAR website after the first of the year it's STAR ONLY. Now, I'm pretty sure they'll push the deadline back, seeing as there is ONLY 1 star station currently registered. But I am positive that STAR smogs will not be able to go to test-only once the program is in full-swing. I read through the info myself on the BAR website.
BTW, DO NOT advertise illegal smogs here. The moderation will not take kindly to it.

Smog it NOW and just go to a regular test-only. The program doesn't start untill the first of the year. That's pretty surprising that an 01 would be required to go STAR. Was it declared a gross polluter in the past or something?

No, always passed with flying colors. Emissions was never tampered with, nor was it ever modded.

My dad just got his registration renewal with the smog notice and he has to do the STAR smog. He has a 1991 Toyota Camry, there is no way a 240sx is going to slip by if a Toyota Camry can't. You have got to be kidding me. . .

There is a Skyline owned by a certain shop in SD that is registered in TJ. I inquired about it and I was told it takes a pretty large chunk of cash to grease the palms of the right person and even that is not a guarantee.
As for the news story I think it may just be rumors because the CHP officer they interviewed just asked people to turn in neighbors but the reporter in his closing statement said they are going to start fining people who don't report it.

Ya I find this a highly suspect report. What you are talking about is what used to go on the former Soviet Union. Basically people would inform on their neighbors. They cannot fine people for not reporting what their neighbors are doing. That basically flies in the face of granted constitutional rights.
Some news reporter is obviously pretty ignorant of the constitution. LOL

I think what you're talking about is S.B. 1224 which was an attempt back in March to make pre-1981 vehicles smog exempt.

Ya that failed but the state rep behind it is still a state rep. His area is Fresno and he is basically paid off by the big farm lobby. The big farms are the biggest single air pollution polluters in the Central Valley. They have absolutely no smog equipment on any of their trucks and machinery. Oh and the engines that run the pumps for their irrigation.
He keeps on writing bills aimed at cars so it distracts attention from the farms and what they are doing.

We are applying to be a star station. I got a .73 fpr right now so it should not be a problem. There is no mention of camera's in BAR's final draft of the new system. where did you get that??? In Jersey and NY they do use camaeras in their stations, have for several years so it would not surprise me if in the near future they do here too. But right now it in not in the plan.
Cars are selected for directed status by 2 methods. If they are a high emitter profile (meaning lots of that model and year tend to fail) and 7% of the rest of the cars registered in california are randomly choosen. The high emitter status has nothing to do with your car specifically passing or failing a prior smog check, it has to do with that model vehicle.
I have had a 2004 nissan murano come in that was test only directed. Those never fail, it was merely one of the 7%.
As for the farm equipment, Go to The ARB website and take a look at the new legislation for diesels, They are cracking down on all on and off road diesels, including farm equipment. Be thankful they are not requiring all on road gasoline powered cars to have 2010 or newer engines like they are heavy duty diesels. How much do you think new engines for a fleet of peterbuilts or kenworths will cost :O

Would it be possible to smog the car before the paper comes in the mail? My car's registration is in february, and I'd rather get the smog done before the end of the year to avoid all this star nonsense. And for some reason, I'm thinking smog certs are good for 3 months, or is that only when you're smogging to transfer titles (i.e. selling the car)?

Another question to ask is, what happens if you have swapped from auto to manual?
for me i have a 98 with 210K miles completely stock. i just did my swap and of course the CEL is on, and i all i need is a 97-98 manual ecu so i don't have this problem. Since STAR is checking for VINs will it fail because i don't have the corresponding ECU with my car?

This happened to me but the cop let me go. I was driving with my friend in his EL Camino, which has drag slicks and a huge blower hood.
Does anyone know if they will call S13 KAde or KAe models differently or are they just S13s all together?

We are applying to be a star station. I got a .73 fpr right now so it should not be a problem. There is no mention of camera's in BAR's final draft of the new system. where did you get that??? In Jersey and NY they do use camaeras in their stations, have for several years so it would not surprise me if in the near future they do here too. But right now it in not in the plan.
Cars are selected for directed status by 2 methods. If they are a high emitter profile (meaning lots of that model and year tend to fail) and 7% of the rest of the cars registered in california are randomly choosen. The high emitter status has nothing to do with your car specifically passing or failing a prior smog check, it has to do with that model vehicle.
I have had a 2004 nissan murano come in that was test only directed. Those never fail, it was merely one of the 7%.
As for the farm equipment, Go to The ARB website and take a look at the new legislation for diesels, They are cracking down on all on and off road diesels, including farm equipment. Be thankful they are not requiring all on road gasoline powered cars to have 2010 or newer engines like they are heavy duty diesels. How much do you think new engines for a fleet of peterbuilts or kenworths will cost :O
the company i work for spent over 2 million to put Diesel Particulate Filters on our old trucks and next year is the off highway stuff. which is going to cost more i believe.
a full rebuild (parts only)on a Mack is over $25k and thats with a heavy discount. im sure a retrofit would be over $30k not including the labor

Just received my tag renewal letter in the mail and I too need to take my S13 to a Star station . FML!!!! I have an SR so here we go LOL. Tags are up in February so I aim to smog the car before the end of this year to see if they let me do it at a regular smog test station.

Please show written proof of star stations requiring camera surveillance. I have read most if not all legal documents regarding AB-2289 and Star stations. I have seen nothing regarding surveillance cameras.
Do you understand the fiscal and privacy consequences on consumers and business owners? Replacing all of the BAR approved smog testing machines (BAR-97) with new high tech machines outfitted with cameras and software to scan and "see" what is going on would be a lot more talked about and debated.
When you do a search on google for information regarding cameras and AB-2289 all that comes up is links to other car forums with no evidence supporting their claims.
Until then, please do more research before you claim big brother is here to stop me from driving around with an sr20.

Wooooooooop! Went to talk to my Smog guy and his shop is Star Certified. Prices for crooked Star Smogs are gonna be around $200. He didn't say anything about cameras though, but he did say that like what was posted up there.^ Depending on Make/Model that fails a lot and chosen at random. My moms 2004 Excursion is up for the Star Smog.

I just had my S13 smogged and my DMV renewal letter specified that I needed to get it done at a STAR station but only if I waited till after Jan 1, 2013. My swapped S13 passed :) and at a regular station. Just paid for my tags online and they will be sent to me within the next 5 business days

Yea it was recommended by a friend that I do it before Jan 1st even if my tags werent due till Feb. This was to not be forced to go to a Star Station under the new smog regulation goin into effect next year. I highly recommend that you all smog your car if you already have your DMV paperwork in hand before the end of December!!!!

Or do I risk doing it here? I've heard horror stories but it would take me a bit to do a mid mount and bottom mount. Any info would help. Thanks!

Well this is bull shit.
But I have a question. For all of us guys that don't drive swaped cars (ka24E and ka24De in my case) will getting required to smog the car at a star station make it harder for it to pass? Or is it just something for cars with modified engines that slipped through? My little truck engine has always passed with flying colors I would hate for it to not do do so anymore.

Guys, relax! THe star smog stations will be doing smogs the same way we always have. There is no change to the inspection procedure. The smog inspection I do on monday will be the same smog inspection I do on tuesday. The changes to the inspection procedures per the assembly bill are not connected to the new station classifications for the star program. The star program is a buisness end of it change. To allow more shops to do what gold sheild stations were doing as far as repairs and directed status.
The planned inspection changes in the assembly bill are for 2000 and newer vehicles to get out of the tail pipe tests and other functional tests. Those tests will have just visual inspections and obd2/CAN computer checks. Those changes will not be occuring yet as most shops do not have the new equipment yet. Guessing probably 2014 or 2015 for that change at the rate it is progressing.
Also note I have two 240sx's just recieved my reg notice, as usual regular smog shop (no star/test only)

Take it to wherever your smog renewal notice says. DMV should be able to tell you, no sense in taking it to somewhere you are not required to.

star station doesnt mean its harder to pass... it just means that the shop has a good standing reputation(does everything by the book). If your paper says smog only, just go to a smog only unless told otherwise(from dmv or the smog only tech).
