Some dealerships have bumped their prices up to $600 recently. From what my friend at the dealership told me, it's because it's getting harder and more expensive for them to obtain the taillights from Japan.

Some of the ones that you see are stores that still have some in stock and they're trying to remain competitive with their prices.

well said that's why and also the exchange rate the U.S dollar is weak in Japan so im paying about 30% more for parts than before.

Yes tail lights are complete lock and key also included.

Then I will wait until October to inspect the parts before I decide to purchase them. I'm patient and can wait, just don't like "deposits" unless I'm purchases from a legit business with purchase order/receipt. I want to make sure the silver on this part matches with the silver sold in the U.S. version of 240sx.
