If you have no exp with body repair then the logical answer is to take it to a professional body shop.

to repair it completely, you will probably need to remove the windshield. your best bet is to take it to someone with experience. it's easy to break a windshield.

You can take it to a paint shop, they have specialist that are dedicated to rust and can do a good job in removing it so it wont come back.

definitely need to remove windshield since the shop who put the windshield in didnt prep the ledge properly, scratched it and left it. it rusted from the ledge out. make sure you have a good shop do the work since you dont want your dash/vent full of sand because they did not tape off the windshield hole properly before sandblasting away the rust. when i had this done and they had to re weld in some of the a pillar since it had been left for so long, but after a proper repair/window install it hasnt come back in over 10 years.

You'll have to call around your local shops to know that. Grab a phone book and start calling big boy.
