Brombachers are obviously banged up.. One is medium disk one is high disk.. Or high and higher.. I don't know

A complete set of two ? Barrels and lips? 40 hole?

Yes, if complete set means 2 to you.. And yes the Brombachers are 40 bolt because they are 18" VS-XX faces with Brombacher lips and barrels. Don't know the widths or offsets though.
