so, ive been futzing around with my car on a smog machine for the past few weeks (using diag mode). i have a blacktop SR in my s13. the SR barely failed smog...this is my current setup

t28 S15 specR turbo @ stock boost
brand new OEM Water Temp Sensor (ecu, not gauge)
koyo aluminum radiator (55mm thick)
stock blacktop SR injectors
stock blacktop fuel rail
greddy FMIC
aeromotive 340 fuel pump
circuit sports FPR
stock SR exhaust mani
Brand new OEM 02 Sensor
circuit sports 02 housing
circuit sports downpipe
Catco 3" high flow cat
Trust PE2 catback
the car is very basic, just a few minor upgrades for living in the vegas heat. its my daily driver, not my race car.
a few issues im running into...
1) when plugged into the smog machine, my CO and HC conditions fluctuate on normal intervals. lets say CO is at 3%, it will drop down to 1.2% after 10 seconds, stay there, and raise back up again to 3% after 10 seconds. both CO and HC will do this at idle AND under load. i cant figure out what is causing this problem (as these shouldnt fluctuate unless something is wrong). ive read quite a few threads (on here and other forums) of guys getting sniffer tests done and passing with their SRs (the smog guys didnt pick up that the engine was an SR, they saw nissan and didnt care). the SRs passed with nothing more than stock boost and a catalytic converter.
2) to get my engine anywhere NEAR passable levels, i have to drop my fuel pressure to like 20psi. now correct me if im wrong, but isnt that like dangerously low for an SR? (not like im gonna be driving anywhere with it at 20psi, i just dont want it to pop under load at 2500rpms)
3) im running about 40psi of fuel pressure normally. my gas milage has been SHIT pretty much ever since i got the damn car 2 years ago. im getting about 20-21mpg city/hwy (and thats the BEST ive ever gotten it to just recently). i remember my old 2nd gen redtop getting roughly 24-28mpg city/hwy. i JUST replaced the 02 sensor with a 300zx TT 02. The cars ECU IS a blacktop computer (E5 or whatever the hell it is). there are NO boost leaks (boost leak checked it 2 weeks ago and went over everything with a fine tooth comb). cleaned my MAF sensor a few weeks back (took it out and shot it with MAF cleaner). cleaned my IACV today with intake cleaner. replaced the coolant temp sensor on saturday with a brand new OEM unit.
4) anything below 40psi of fuel pressure warrants a small shrug in the 3000-4000rpm range when hitting boost in 2nd/3rd gear. its not a hard shrug, but it is noticable. again, im running stock boost on a T28 S15 specR turbo (yes it has the divider).
