Those things have been around for a while, they're also called cut outs.

I know that on some honda accord with dual tips...a regular sized one,and a smaller one when you go into higher RPM's some kind of valve....I would assume a reid type valve opens the smaller pipe so that more exhaust will flow through once the flow reaches a certian point,....

Eh, I don't know... I don't see the point of having the valve a couple inches from the exhaust tip; if anything, making the gases enter the muffler, turn back around and enter the second pipe, and then make a 180 degree turn before exiting (essentially a 360) would probably be worse for the car's performance than the stock exhaust.
It'd be more effective further down the exhaust route, like around the cat converter area (just after the cat if you love the earth...)

the mazda 929 has that kind of mmuffler and for just a brand new muffler like that for the 929 costs 600 dollars.

I have always called them dumps.. my dad has them on his 71 Charger Super Bee, flip the switch and the exhaust opens up right before the cats.

I wish somebody would make something like the accord or maxima as in aftermarket for a KA powered 240....I mean,at low to mid RPM's you have enough backpressure to retain your truck motor TQ and when you nail it into higher RPM's you have enough free flowing to make HP :)
