I'm really looking for a white s13, but I know of a clean one for sale that is red. Since I don't know of any white ones that fit my eye atm, I'm considering buying the red one and then getting it painted. I'm not sure if this is worth the cost or not. About how much would a paint job like this cost? Should I just wait around for the right color?

I got mine painted and prepped in water born paint(don't know usa regulations) we have to use waterbase paints now. Cost me $2600 prepped and primed and painted.

The best thing you can do is call whatever shop you plan on using to paint the car. Tell them the make, model , and all the info and BAM! You now have a reliable estimate from a shop and not from a bunch of guys online that aren't doing the work. I just thought this was a useless post because OP could just call and find out his own answer that's more accurate then what we can offer.. . U want cheap, go to Macco, u want quality then shop around and decide if the higher price would be worth it to you. Only you can make the decision of "is it worth it"

i dont suggest drastic changes. going from black to white, red to black/white... is a bad move.
of course, all of this depends on how many layers of paint are already on the car. if its a car that is ultimately going to be stripped down and painted, then its fair game... just a LOT of work. anytime you strip down... its a LOT of work.
but, assuming the red is OEM and you want to go to white, forget it. they'll need to seal and cover the red, which is a lot of material and regardless.... you always end up with chips that could reveal the previous paint... its inevitable.
my best suggestion is to always stick with a minor tweak from stock. so if the car is red, look into some clean reds or burbandy colors that are used on exotics. it wont be a major change.
and yes, costs for a real paint job typically run over 2-3k for a complete job.

buy a gun, rent a garage or your own and do it yourself its not that hard. prep your panels right and your golden
