SR20 VVT Ticking - engine pulses?

Ok, so when engine is at idle and cold start has done its job so its all warm and idling just under 1k rpm, there is a tick from the vvt solenoid, followed by a suck from the pod filter, quickly followed by a small spike in rpm, and fuel pressure raises a little aswell, then it will happen again at regular intervals, almost as though the tick is timed at even intervals. When i unplug the solenoid plug, this whole problem stops. i am wanting to know what this is or if anybody can give me any insight to what it may be?

also, in relation to my fuel issues, i discovered that the motor wouldnt start as when cranking, the fuel pressure was dropping. I put a batt on the pump to constantly power it even during cranking and it started straight away. its a brand new pump. it also does not prime anymore. clicks on and stays on only when ign is in ON position. Has anybody heard of this before?
