USDM Zenki to JDM Kouki Headlight Wiring

When converting from usdm zenki to JDM kouki headlights what is the proper way to mod the wiring. Obviously i can get the headlights to come on, but i only get either all low beam or all high beam action depending on what i have it set on. I may be wrong, but shouldn't both low and high beams be lit when i have the high beam setting on?

Mine is converted and its only either the low beams or high beams come on. I soldered all the wiring myself but before when the previous owner did conversion, they just twisted the wires together..
