Need help passing smog!!

alright, so I took my 1997 s14 kouki to get smogged today, but I failed because the "service engine soon/ check engine light" wouldnt turn on when the key was in the "on" position. I replaced the bulb and that did nothing. The car was originally an automatic and was 5 speed swapped and still has the auto ecu if that means anything. I'm not sure what else to say. Any advice on what it could be would be appreciated.

Ummn, you have OBD2....use scan diagnostic tool?

Check if the contact points where the bulb is if its getting power?

yes i did that. still doesn't turn on. Still needa get the smog
