Amazon.com: Magnaflow 36306 Universal Catalytic Converter - CARB Compliant: Automotive (http://www.amazon.com/gp/product/B001P9YZBA/ref=oh_o01_s00_i00_details)
Unless something has changed since last August that thing is good and pretty cheap. Its not bolt on but 15 bucks at a muffler shop and they will cut off your old flanges and put them on this one. Otherwise your looking at upwards of $400. Dealership in San Diego wanted $700 and couldn't even say if they could get any for a few months.
If you get it make sure they weld it up so that the numbers on it are on the bottom.

PDM Racing sells 2.5" and 3" high flow magnaflow catalytic converters for around $170. Their stainless steel, direct fit, come with new gaskets and hardware. I bought one last year, so yes they do ship to California.

I would check the numbers on the PDM, they are based out of Canada and thus don't really care where you live and will ship non CA legal cats to CA. The chances of someone checking those numbers except at a smog only or a ref station are pretty low but still.

Arnt S14 cats in the down pipe? That seems a little harder to use a universal on.

Indeed, the carb # badging is not for California use, which makes it illegal. However, it is a 3 way converter that functions just like the oem. And the risk of failing the visual inspection is low like you stated; since i passed my last smog check with it.

Best bet is to go with OEM. Cali is crazy with emissions. Also all those cats you see online and the highflows wont work to pass smog and are illegal here. Even a 49 state cat cant be bought or shipped to cali
