To make these light up, you'll need to source the power inverter. I'm working on finding a replacement I can make available for sale to folks.

For the sake of accuracy - this is not a NaVaN part - it was made by Altia for Nissan.

In order for them to actually work you need to source a power inverter/ballast to step down the voltage from 12v. Additionally the way the wires are torn/cut from the back will make them very difficult to repair. "Can be fixed" is an optimistic overstatement at best.
