what are these supposed to be hooked up to?

i was looking around and noticed these were not connected. anyone know what there supposed to be connected to and what their for?:hyper:

the silver plug is your odb consult plug for diagnostics from the ecu.
not sure on the one beside it.

the last one look as if someone rigged up some after market device and that its power source.

I have that same plug that dangles there near the fuse box, dont recall seeing a second plug unhooked.....
