Im thinking about doing a s14 engine swap. I was wondering if any knows if the s14 will pass smog in california with those new emission laws?

Yes it will pass as long as it's a USDM engine of the same year or newer with all the emissons stuff hooked up. Searching will help you out also. Lots of threads on this topic.
