s14 brakes

ok so first my brake lights came on for no reason(without having the pedal pressed) so i saw there was a button on the brake pedal and put a bolt and a nut so that when i let off the pedal the lights come off.. when i went for a drive after it felt like my brakes were dragging, got back home took off the bolt and nut and still feels the same.. when i let off the throttle the car feels like its braking. i think a brake caliper could be seized
PLEASE HELP ANY HELP IS APRECIATED
its a base model zenki 4 lugs if that helps non ABS

when i was under the car i noticed only one of the e brake cables was connected so when i pull it only one would lock so i connected the other one.. and how do i adjust it ?
