i just rebuilt my turbo which solved the problem of me leaving a full "smoke screen" everywhere i went. now however after driving through boost when i come back to an idle i get a nice cloud of smoke out my exhaust and down by my turbo. its burning oil. anyone know what this issue is? it doest burn oil or smoke when I'm driving through boost only when i fall back to idle.

Check pipes for oil. If no oil in your pipes (i.e. intercooler/hot/cold pipe) then do a compression test. When your cylinders are in vacuum they can "suck" oil into the cylinders if a ring(s) are bad and cause massive smoking on decel/idle.
Do a pull in say 3rd gear to 60mph or so and leave it in gear and let the vacuum slow the car down. See if it does it then, too.

But if it was a ring wouldn't it do it everytime I drive it. For example if I drive it and don't hit boost it won't smoke when I get back to idle.

Ehh, yeah it would be rather repeatable. But I would still do a compression test. High rev to vacuum while driving as I've described is almost impossible to do without getting into boost, unless you slowly creep up into the rpms on low throttle and then let off.
