You should move away from Cali! lol. On another note like the previous person said what gasses failed and what are the max allowed in the smog test? I want to say its the exhaust. My brother had to swap a stock exhaust on his car for it to pass smog, then once he passed he swapped his exhaust back on. I honestly do not know how you guys do it out there with how strict Cali is...

Exhaust has nothing to do with smog.

He failed on HydroCarbons. The engine is running very rich and not efficient at all (CO2 is WAY down, should be around 12%-higher for that engine). I'd start looking for a lazy O2 sensor, or a lean misfire (making the engine not burn the raw fuel, IE hydrocarbons). You'll need a scope (optimally) to check the O2 sensor for being stuck on the rich side. If you're not familiar with diagnosing emissions related components, take it to a shop who knows what they're doing. Emissions can be a PITA if you're unsure, and can be a lot of wasted money at the 'throw this part in' mentality.
