This is for a Solenoid to set the vaccuum/boost-pressure of the FPR to athmospheric for a set time. Most people here in Germany remove it.
In stock form there is a connection from intake manifold->behind the head->hot start solenoid->behind the head->FPR.
Just connect the FPR directly to the intake manifold.

is this part not being connected something that would keep my car from running properly?

I was going to say it looks like is goes to the egr. I have a hose similar to that on my ka.

But this is no KA. The CA18 does not have a EGR, at least not in Europe and I can't imagine it would in Japan.
If you have your FPR connected directly to your intake manifold (should be a small 90° hose barb), you can completly ignore this tube. You could even delete it.

I've got the same thing on my car unconnected and it runs fine, I think it's one of the many vacuum lines you can eliminate. I'm not sure if you've seen this site but it's got a lot of good info Driftopia Tech Blog » CA18DET Info (http://driftopia.com/blog/ca18det-info/)

I think your engine is a JDM version.
the big one goes to the heater unit/blower(JDM/RHD have connection at the opposite of LHD version), and the little on goes to the HSS(hot start solenoid), to controle fuel pressure when your engine's hot(it raise fuel pressure for a few seconds, to help starting the engine)
