High pitch sound coming from dash, when it stops my dash cuts out.

So there is this really high pitch sound coming from somewhere around my driver side dash or fuse box. When I turn on my car on the sound will last for about 5 min, when the sound stops my HUD and dash lights all cut out.

Any ideas what is doing this?
