need help with steering wheel with airbag

i'm in japan and found a s15 steering wheel. the airbag on the steering wheel is consider an explosive and falls under the category of hazmat. how do i disarm this airbag or ship this back to the states?

it should be just fine sense its disconnected. just wrap the connector up in electrical tape or something for good messure(possible static charge)and box it up.
