So I have been looking around for quite a while now but couldn't really find the answers to my questions. I only found one other post(maybe not using the right keywords) that was close to what I am looking for.
I want to know if you had say 3-4k, what would be the parts you would swap out first when doing an sr swap. I am going to swap a Red Top SR into my 1995 S14. List the parts from most important to least important. These are the parts that I was thinking of using from the get go to produce a strong, street-able 240. Again, this includes maintenance parts also...not just power adders so take that into consideration. Please provide your input if you think I should add something.

So the Items with the Asterisk(*) are the items I already have. I am going to buy everything listed above the ideas in the next month or so. Is there anything you would recommend or anything I should reconsider? I have also chosen the brands for a reason so I don't need to hear about getting one brand over another. I just want to know what the best product is. I have the money to get what I need so it also isn't a thread about "if I had money, what should I get." I am asking for help so please let me know what you think.

radiator hoses. things i wouldnt worry about getting right now: intake manifold and harmonic balancer. your just going to lose bottom end with the intake mani.

Everything you just listed is over your budget lol. But I would advise a water temp gauge for sure, nismo thermostat, OEM water pump, new belts, heater hose kit ( make ur own it's cheaper ), synthetic oil, any filter wil work, oil relocation kit, move battery to rear, replace all vacuum lines as well, and fuel lines.

I'd start by buying an S14 SR if I had an S14.

Is that $4k include the engine? If it is, you dont have enough money. PFC alone and tuning will eat up almost half your $4k.

well the big thing is to keep it cool and keep the oil cool as well. If you want reliability, put your money toward freshening up the engine. New gaskets, seals etc. Replace all the wearable items while the engine is not it the car. The Power FC isn't necessary for you at this point.

The Power FC would be for the future when ever I upgrade the turbo.
No, this isn't including the price of the motor or the labor...Just the parts.
I like the s13 sr's because, from my understanding, the heads flow better than the s14 and s15 heads and the only reason they really make more power is the turbo but if you upgrade the turbo than you will be better off due to the head design...That is at least what I have heard and read in a few Nissan tech books.
By the way, that top list(parts list and performance list)...which is the one that I am buying so far, is not out of my price range. I have already gotten the final price and its at the lower half of my price range so like I said, I'm not just making a fantasy list up. These are parts that I will be buying and I am looking for advice/recommendations on things that have been overlooked.
I have been thinking of an oil cooler with a relocation kit. Are the Setrab oil coolers good or are they basically ebay kits?

Z32 MAF Sensor -- Not nessesary unless you are in high 300's
OEM Thermostat -- Sure why not
Clutch master and slave cylinder*
OEM Belt kit -- Sure why not
Heater Hose Kit -- Sure why not

Intercooler(custom piping) -- I'd get a PBM HMIC, maximum response and cooling if your goals are high 300's.
Isis Intake Manifold -- I wouldn't get this, you don't need it at this point.
Greddy Type S BOV w/ Flange -- Whatever floats your boat
Spec Stage 2 Clutch Kit -- If you have the money
Spec Billet Steel Flywheel -- If you have the money
Tomei Expreme Exhaust Manifold -- Gonna be expensive

APEXi GT Spec Down Pipe -- Sure why not

Ross Tuffbond Harmonic Balancer -- No, you don't need an engine dampner at this point and I've never heard of Ross. I'd go with an ATI damper, when you need it.
Cusco Motor Mounts -- I don't have experience with these, so idk. I'd get nismo poly's.
APEXi Turbo Timer -- Just let your car idle and this isn't nessesary.
AEM Wideband*
Ideas:

If you're main goal is to have a healthy streetable SR, then a lot of this stuff isn't necessary especially at your power levels.
All the red stuff is things that are imo unnecessary for where you're at now. I'd freshen the engine up first.
I'd cut half, if not most of that shit from your "mod list"/wish list and put that money into getting an S14 SR. Sure redflops can be reliable, but why go with an older engine when you could get a newish, low mileage S14 SR with VTC.
I edited your wish list to my specifications, what I personally would do.

Thanks Dazed. That is the information I am looking for. I have heard good things about the Ross Tuffbond balancer from Raw Brokerage and some people here and there. The reason I have chosen most of this stuff is because I will be upgrading alot in the future. I will look into the s14 sr20 more to see what kind of positives it has compared to the s13 sr.

110%...nothing says cheapass budget swapper like an S13 SR in an S14 chassis. Every time I see that, I die a little inside. Makes me feel better to see I'm not the only one that feels this way. The reason S14 SRs also have a bump in HP is because of the VTC, like DaZed said, not just the better turbo.

this is all personal preference, but i personally prefer copper over iridium spark plugs, and instead of spending several hundreds of dollars in the tomei manifold alone, get the stock one extrude honed, and i personally dont see the need for a 500$ flywheel in a DD, like dazed i also dont have any expierence with cusco's motor mounts, i've used nismo's and currently my brother-in-law took some stock mounts gutted them and filled them with urethane himself, theyre not half bad, and they were free-ninety-free
