Power window problem, please some advise

My passenger side window never worked right since I bought my 97 240sx. It will go down without a problem but I have to have my door panel off and help it up. My question is, is it the motor or the regulator I need to replace? The motor sounds like it's working but doesn't have the force to raise the window. Thanks for the help.
